City making progress on road projects affected by termination of Triple C contracts

The City of Cape Town is making steady progress to ensure that all road maintenance, sidewalk and non-motorised transport (NMT) projects affected by the termination of contracts with Triple C Maintenance and Services are completed as quickly as possible. The impacted projects are for cycle lanes, sidewalks and roads in Khayelitsha, Heideveld, Kensington, Mitchells Plain, Hanover Park, Philippi and other areas. The City has already started work on most of the affected projects through replacement procurement processes.

‘The City took decisive action earlier this year to terminate all contracts held by Triple C Maintenance and Services after the owner of the business allegedly attempted to bribe the City Manager. The action followed a joint investigation by the City's Ethics and Forensics Department and the South African Police Service (SAPS). The termination of these contracts affected a number of construction projects across the metro and the City has been working to minimise disruption by revising project plans, appointing replacement contractors where possible, and making use of standby contracts to ensure service delivery continues. Despite these efforts, there are some delays with the work and we apologise sincerely to our residents for the impact this is having on their neighbourhoods,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas.

One operational expenditure project in Costa da Gama, involving the repair and resurfacing of sidewalks, was affected by the termination of the contractor. The project scope was revised, the work was re-advertised, a new contractor was appointed, and all outstanding work has now been successfully completed.

Several capital expenditure projects are also progressing through replacement procurement processes:

• Khayelitsha Non-Motorised Transport (NMT): A standby contractor has been appointed and is expected to be on site by the end of July 2026.
• Heideveld NMT: A contractor has been appointed through the City's term tender and is currently establishing on site.
• Kensington NMT: A replacement contractor is expected to commence work by the end of August 2026.
• Mitchells Plain NMT: The City is finalising the appointment of a standby contractor, with work expected to commence during September 2026.
• Hanover Park NMT: The appointment of a standby contractor is being finalised, with construction anticipated to start during September 2026.
• Philippi Resurfacing of Various Roads: The project has been postponed to 2026/27 FY. Contractors have refused twice. Affected roads Samora Machel (Ward 33) and Browns Farm (Ward 80).

Some projects will need to be implemented under new contracts due to procurement and budget timelines. These include:

• Ward 43 sidewalk construction along Frigate Road, Caravel Road, and Sloop Road in Strandfontein. Although the project was readvertised following the termination of Triple C, the replacement contractor declined the appointment. The project will now be implemented during the new financial year once the replacement tender is active.

• Ward 65 Walmer Road traffic calming: The project could not proceed under the previous procurement arrangements following the contractor's termination and will be implemented through the City's replacement contracting processes'
